Job Description The incumbent is responsible for managing and overseeing the optimization of water quality and compliance with the federal Safe Drinking Water Act & Clean Water Act and related state requirements for the Utility operations (“Utility Division”).  The incumbent identifies and directs the application of processes and systems for continuous improvement and compliance with water quality regulations throughout Utility Division. Incumbent is responsible for helping to support and establish division strategy and policy with respect to water treatment operations, emerging contaminants, and quality control.  Works closely with Technical Services & Performance, division-level EHS professionals, and operations to ensure compliance with all water quality regulations.  This includes strategies to manage water quality challenges anticipate & understand regulatory trends and develop the appropriate strategies and processes for local quality managers to ensure facilities compliance, manage risk, and to deliver the appropriate reporting and communications to the group.
Nature and Scope of Responsibilities  
Responsible for overseeing compliance with water quality regulations for the Utility Division.   
Coordinates with Operations and EHS for the Utility Division to ensure compliance with Safe Drinking Water Act & Clean Water Act requirements. 
Lead the monitoring of federal & state regulations and development of strategies to implement unregulated contaminant monitoring and proactive compliance for emerging contaminants.  This may include source characterizations, lab/pilot testing, and process optimization
Supports Communications in the development and delivery of water quality messages.
Provides guidance within the Utility division on matters of water treatment and quality and more specifically on matters of water quality regulation and compliance.   
Supports the implementation of compliance audits.  Ensure timely and accurate water quality data collection and management for current and emerging regulations 
Coordinate continuous improvement of water quality reporting and dashboards.  This may include integration of water quality data with other applications.  Owner of the SAMS water quality data management system. 
Responsible for the implementation of key performance indicators (KPI's) and tracking any water quality issues for the Utility Division 
Maintains active liaison with State drinking water officials, industry associations, technical sales representatives and associates to keep abreast of new developments and/or new products pertinent to drinking water quality and treatment. Coordination for local relationships with regional WQ directors. 
Serves as Utility primary contact and subject matter expert on water quality related compliance and matters, including overseeing annual water quality reporting 
Provides water quality guidance assistance during water quality emergencies.
Provide technical training on water quality issues, regulations and treatment process operations to appropriate personnel.
Participates in company initiatives, research programs and technical programs in areas pertaining to water quality.                                                            
Qualifications BA in chemistry, environmental engineering or environmental science, or a related field
Masters level degree in related field preferred       
10 Years of related experience.  
Special Skills/Abilities Needed:
In-depth knowledge of federal and state drinking water regulations. 
Working knowledge of water chemistry and treatment processes is required. 
Excellent managerial and supervisory abilities, organization, and oral & written communication skills. Proficient in Excel. Google Sheets and other computerized systems
