The Dow Logistics Asset Management Group is seeking to hire a highly motivated and experienced Project Manager with experience in Chemical Plant projects. Under the general direction of the Asset Management Leader, the incumbent is responsible for leading the execution of capital and expense projects for Dow Logistics which supports both Leveraged and Manufacturing aligned Site Logistics Operations. The successful candidate will provide leadership for teams assigned to the various projects and utilize the Global Project Methodology (GPM) work process to ensure appropriate and timely involvement of functions external to the project team, evaluate costs and project schedule, and monitor projects to ensure conformance to plan/schedule. The incumbent is also responsible for timely communication of project status and issues to the key stakeholders. This role is accountable for all aspects of their projects including scope, cost, schedule, safety, and quality. The individual can be based at any of three large manufacturing sites along the U.S. Gulf Coast (Freeport, Plaquemine, and Hahnville) and will be required to support projects throughout the entire U.S. Gulf Coast region based on specific business needs.
Key Job Responsibilities
Plans, directs and leads the efforts of the project teams by using GPM to achieve project targets with direct accountability for cost, cycle time, safety, productivity, quality and operability.
Utilize Global Project Methodology (GPM) and/or Small Project Process (SPP) as appropriate to successfully complete capital and expense projects.
Participates in the final development of the Business Opportunity Plan (BOP) in cooperation with the Improvement Engineers and the Improvement Leader.
Obtains needed resources consistent with the project schedule and negotiates the resolution of conflicts between multiple priorities.
In partnership with the business specific Technology Center (TC) SME’s, manages and leads the development of the Technology Implementation Plan (TIP) and Project Execution Plans (PEP).
Ensure appropriate and timely involvement of functions external to the Project Team
Leads certain Functional Input & Evaluation (FI&E) reviews with project teams, Operations and Subject Matter Experts (e.g. Operability review, Reactive Chemical review)
Interface with Project Engineers, Improvement Engineers, Operations and various Engineering disciplines (both inside and outside Dow), as required to ensure the design, installation and final operability of the project
Participates in the development and execution of the Construction Safety Plan. Demonstrates visible and proactive Safety leadership on the job sites
Interface with Construction Managers to communicate scope of work, answer questions, and address productivity of construction activities.
Communicates with key stakeholders during the various Gate Reviews all the critical aspects of the project & project execution and communicates with stakeholders when cost, schedule or scope changes.
Prepares and submits Authorization Packages in alignment with business rules, and ultimately manages Project Closure
Forecast and report capital project spending and execution schedule.
Work directly with Improvement Leaders to address any major constraints or disconnects associated with scope, cost or schedule
Ensure appropriate Operating Discipline is created or updated for projects, and that Operations is appropriately trained
Work with Operations to coordinate planned shutdowns and start-ups
Provides leadership and coaching for less experienced project personnel including mentoring of new TICA/Improvement Engineers on the TICA and GPM Work Processes to help drive more consistent project scoping and execution in Dow Logistics TICA/Improvement Group in NA.
Bachelor of Science Degree in an engineering discipline
The selected candidate will either already have or will be expected to obtain Dow PMEC PM certification within two year.
Candidate should have a minimum of 5 years of experience in manufacturing-related technical knowledge linked to operating, maintaining or constructing chemical plants
Candidate should have 5 years of experience in manufacturing project management
Strong Leadership, versatility and decision-making capability in diverse and complex situations involving Engineering, Construction, Operations and other involved parties
Initiative and foresight in identifying potential obstacles, as well as identifying resources to generate solutions
Interpersonal Effectiveness in team environments, coupled with good written and oral communications skills
Excellent organizational, prioritization and time-management skills in order to multi-tasking
Occasional travel. For large projects, there may be collaboration on-site at other Dow sites or EPC engineering offices across the U.S. Gulf Coast. For personal development, there may be some off-site training courses.
A minimum requirement for this U.S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process.
Bachelor of Science Degree in Chemical or Mechanical Engineering degree
5-10 years of experience in manufacturing-related technical knowledge linked to operating, maintaining or constructing chemical plants
5-10 years of experience in manufacturing project management
