Engility is seeking a qualified Technical Project Manager to provide Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency (DTRA), Chemical and Biological Department, Advanced & Emerging Threats Division (RD CBS). The successful candidate will provide both international /interagency engagements and project management support to the client for a medical countermeasures and threat agent characterization portfolio.
This work is located in Lorton, VA.
The qualified candidate will:
Coordinate and consolidate complex, technical, programmatic, and strategic responses to support division initiatives to a variety of internal and external audiences. Instructions may be vague and require independent initiative and background research;
Create products for both technical and senior leader audiences;
Perform discrete, special interest efforts to solve problems and complete studies;
Establish and maintain relationships with relevant internal and external stakeholders in the CBD community;
Understand capability gaps and assist in setting project- and product-level strategy and priorities, ensuring portfolios are responsive and mapped to program goals.
Review proposals, technical reports, and statements of work to ensure technical validity and evaluate current and emerging medical technologies and facilitate cross-communication regarding program priorities and courses of action;
Track cost, schedule and performance of chemical and biological defense related technical projects to ensure they continue to meet the objectives of the program;
Develop, review and assess documentation (e.g., Alignment Charts; Research, Development and Acquisition Plans; Technology Development Strategy; technical and cost reasonableness evaluations, independent cost estimates, Purchase Request Packages, etc.);
Advise the program team on risk assessment and risk management, technology portfolio and pipeline management, business and contracting strategies, technology transfers, and intellectual property management;
Participate in Integrated Product Teams and serve as technical and programmatic point of contact;
Attend technical conferences.
Active / current DoD TS/SCI clearance;
Detail-oriented, self-starter with excellent communication and time management skills;
Combination of successful completion of a full course of study in an accredited college or university leading to a MS in Chemistry, Biochemistry, Biology, Physiology, or a related discipline;
High-level proficiency with MS Excel, PowerPoint, and Word; ability to quickly learn to use new IT systems and software;
Minimum of any combination:
Three (3) years of project management and/or acquisition experience in research and development or;
Three (3) years S&T project management experience in laboratory and program management office or;
Three (3) years Chemical and Biological Defense Program experience.
Three (3) years of experience working across the US Government and international partners in support of RDT&E initiatives;
Knowledge of traditional and non-traditional chemical warfare agents.
