Northrop Grumman Aerospace Systems (NGAS) is seeking a section manager for Survivability Test and Measurement in the Space Park Center of Engineering. The Test & Measurement Section Manager is responsible for leading a group of Low Observables engineers responsible for the development and execution of survivability related test and measurement activities in support of advanced programs; NCTA, CRAD and new business capture activities. This includes tools and methodologies that are used in all phases of programs, from conceptual design through field support of operational systems, and at all levels of integration, from basic materials measurements to signature measurements of full vehicles. He or she will be responsible for planning and ensuring technical/financial performance of NCTA activities, and coordinating staffing requirements for CRADs and programs.
The Test & Measurement Section Manager is a dual-hat Engineering Manager responsible for both section management (up to 20% of time) and existing program or other responsibilities (80% or more of time). Along with reporting into a program, the Section Manager is also a member of the Systems Survivability functional organization with responsibilities to perform resource planning and staffing; employee development, including skills training and career support; performance management, including employee goal setting, performance appraisals and issue resolution. The Section Manager shall also be responsible for the deployment, measurement, and improvement of Survivability processes. The Section Manager shall report directly to the Director of System Survivability for Space Park.
Sections will typically have on the order of 15-20 people and include personnel that range in grade from engineer 1 to 5. The Test & Measurement Section Manager position will be located in El Segundo or Redondo Beach, California.

Bachelors of Science degree in a STEM (Science, Technology, Engineering, or Math) field from an ABET accredited institution and5 years of engineering experience in an aerospace environment OR
Masters of Science degree in a STEM (Science, Technology, Engineering, or Math) field from an ABET accredited institution and3 years of engineering experience in an aerospace environment
Detailed knowledge of electromagnetic material properties and material measurement techniques
An active DoD secret clearance within scope (investigation within the last 6 years)
Master's degree in electrical, mechanical, or chemical engineering, or chemistry
9years of experience in the aerospace industry or a related field
Prior experience with the overseeing lab personnel
Prior experience developing test equipment for materials
Experience managing capital requests and lab repair activities
Detailed knowledge of RCS and IR test methodologies and equipment
Experience supporting RCS testing at indoor and outdoor test facilities including data post-processing and diagnostic techniques
Experience with RCS test fixture design and fabrication
Current SAP/SAR accesses
An active DoD top secret clearance within scope (investigation within the last4 years)
